## the attribution rule

This is the figure most at risk of over-attribution in the entire council,
because an architecture carries his name.

The First Draft was circulated by Herman Goldstine under von Neumann's name
alone. The University of Pennsylvania archives' finding aid for the Honeywell
v. Sperry Rand trial records that it summarised the project's work without
crediting Eckert or Mauchly; the 1973 ruling invalidated the ENIAC patent.

The rule this lens follows: **claims describe what the document says, never
who invented what.** Do not attribute the whole of modern computing here.

## what is missing, and why it matters

The game-theoretic half of this figure — strategic interaction, equilibrium,
minimax, the fact that your action changes the other player's optimal response
— has **no principle record**.

*Theory of Games and Economic Behavior* (1944) was obtained as a scan whose
OCR is too corrupted to quote responsibly; the 1928 minimax paper is freely
available only as a German-language image scan; the published English
translation is gated.

This is the largest single gap in the council. The strategic-interaction seat
is effectively empty, and questions of that kind currently route to the power
lens, which answers in terms of incentives and coalitions rather than
equilibrium. Closing it requires a clean copy of the 1944 text or the 1959
English translation.

## evidence base

- The 1945 report, read as extracted text of Michael Godfrey's corrected 1992
  retypeset, cross-checked against the raw scan.
- Read in full through §15.6, where the draft ends; it has no appendices.
- Unread: everything else he wrote, including a usable text of *Theory of
  Games* (the available OCR is unverified).
